Many U.S. states include harassment by a neighbor under the definition of prohibited harassment behavior in civil law codes. If a court decides that a person is in violation of civil law concerning harassment, civil procedure can result in a court order, according to Pine Tree Legal Assistance.

When neighbor harassment presents an invasion of personal privacy, encroachment of individual or property rights or a persists with a credible threat of violence, it is a violation of civil law, explains the Judicial Council of California.
