Is it legal to put flyers on cars?

The legality of putting flyers on cars varies based on location. Some states, cities and counties enact local ordinances that prohibit this action, but it is not illegal everywhere.

In 2003, New York City passed a law saying that flyers could not be put on windshields or on or near rearview mirrors. In 2005, this law was extended to cover the entire vehicle. Other towns and cities have enacted similar ordinances, such as ones in Mount Vernon, Ohio. The law was upheld by Ohio courts in 2001. Some people believe that these laws violate the constitutional right to free speech, while others say they protect private property.
