There is no legal impediment to selling declassified vehicles if the seller holds the title and original bill of sale, according to Olive-Drab. The government of the United States sells off surplus and scrap vehicles through contractors such as Government Liquidation.
The government issues Standard Form 97 as a bill of sale to buyers of surplus vehicles, states Olive-Drab. However, this does not apply for vehicles sold as scrap.
Sometimes the owner has created a military vehicle from scrap parts or has no title because it's been lost after decades of storage, says Olive-Drab. In these cases, the owner must look up the rules for getting a title in his state.
