How do you make a party hat?

To make a party hat in the shape of a cone, glue together two circles of decorative paper. Attach two strands of ribbon to tie around the chin. These hats can be easily altered to fit children or adults.

1. Make the pattern pieces

   For an adult hat, the paper needs to be at least 10 inches square, and a child's hat should be about 9 inches square. Use double-sided tape or glue to affix a sheet of solid color vellum to a sheet of decorative paper. With a plate or a compass, trace and cut out a 10-inch circle for a large hat or a 9-inch circle for a small one. Cut out two circles for each hat.

2. Attach the ribbon

   Lay one circle on top of the other one, overlapping by about one-third. Use white craft glue to attach the two circles, and let dry. At 5:00 on the right hat and 7:00 on the left one, cut two parallel 1/2-inch slits for the ribbon. Position the slits 1/2 inch from the edge of the circle and 1/4 inch apart. Through each slit, thread a 12-inch piece of 1/2-inch ribbon. Glue one end of the ribbon to the inside of the hat.

3. Close the hat

   Bring the unglued sides of the circles together, forming a cone. Add white glue, and hold in place until dry.
