What are partial highlights?

In hair coloring, partial highlights are lightened streaks of hair applied anywhere, but covering less than half of the head. "Framing" is a type of partial highlighting; streaks are lightened around only the front in order to frame the face.
Highlights can be partial, half head or full head. Full highlights create a multidimensional look on the entire head and are often combined with lowlights — colored dark streaks of hair — for added contrast and warmth of color. Half highlights are typically created on the front and sides of the hair. Highlights are done most often by wrapping colored strands of hair in foil paper, but for short hair, a special cap is used to isolate the strands for coloring.
