House Bill 1043, passed in 2011, prohibits the possession of birds intended for fighting, as well as prohibiting attendance of cockfights in Texas, according to the Humane Society of the United States. In addition, the bill outlawed the possession or sale of weapons intended for use in cockfighting.
Prior to the bill's passage, loopholes allowed cockfighting to remain widespread, states the Humane Society of the United States. Cockfighting is illegal in all 50 states and is considered a felony in 39. The Animal Fighting Spectator Prohibition Act, part of the 2014 Farm Bill, made bringing a minor to a cockfight a federal felony offense.
