Not all pictures of President Obama are copyrighted. In fact, all official photos of the president taken by the federal government are in the public domain.
Photos taken by private photographers may or may not be copyrighted, depending on how the owners decide to share the images, when they were taken, and several other factors. In general, photographers own the copyright to the images they create unless they took the images for a client or they have decided to give away their rights. Some photographers retain copyrights for their photos but allow for non-commercial use of the images by the general public.
