Lifeline Assistance is a federal program overseen by the FTC and funded by the major phone carriers, such as AT&T and Virgin Mobile. In states that participate in the program, one of these carriers provides program members with basic prepaid phones and free limited monthly service. Food stamp recipients should check with the issuing agency to see if they are eligible.
