The best scanner for creating images based on printed paper photos is one that has a high dpi (dots per inch) value. Epson, Canon, and HP all make flatbed scanners that will scan at 9600 dpi, which is sufficient to make full scans of printed photos.
For better photo scans, using the actual negatives of the photos is best. Some scanners, such as the Plustek OpticFilm 820, will accept 35mm negatives and create scans that will produce lab-quality enlargements. For larger film, like medium format 120, the Epson V600 and V700 flat bed scanner will take negatives and create quality images.
