The preamble also emphasizes that the country is to be ruled by a democracy rather than a king.
Beginning with the powerful phrase "We the People," the preamble to the U.S. Constitution states plainly that the new nation would be governed by the people. The six goals of the Constitution are plainly stated as:

- "Establish justice"
- "Ensure Domestic Tranquility"
- "Provide for the Common Defense"
- "Promote the General Welfare"
