State symbols, mottoes and nicknames on each state seal represent the state's origins, history and values. State seals represent the values of the citizens and officially confirm the legality of state documents.
State seals designate state buildings and formally identify state officials. Approximately half of the 50 state flags incorporate their state seals, as of 2015. Each state's constitution records the elements and design of the seal and directs lawmakers to adopt a seal. Lawmakers define and legalize the designs and uses of state seals. State seals on documents are admissible as legal evidence on their own merit, according to Cornell University.
