New businesses in a state typically pay a special new employer unemployment tax rate set by each state, and the time period for the new rate varies, notes Intuit. Employers should contact their state's unemployment office for the rates and time periods that apply. Employers that pay $1,500 or more in wages during a quarter of any calendar year must pay federal unemployment taxes in addition to any state tax they owe.
