What is a strong oxidizing agent?

Atomic oxygen and hydrogen peroxide are observed as powerful oxidizing agents; hydrogen peroxide makes a particularly effective rocket fuel. Strong oxidizing agents can be used as antiseptics and bleaches. The strengths of oxidizing agents are measured using their standard electrode potential.
