Distributions withdrawals from a traditional IRA are subject to the ordinary income tax rate for the year of the withdrawal, according to CNN.com. In a ROTH IRA, distributions are tax-free if the individual is at least 59 1/2 years old and the account is at least five years old.

Withdrawals from both ROTH and traditional IRA's made prior to the are of 59 1/2 are subject to a 10 percent penalty. Withdrawals from a ROTH account open less than five years are reported as taxable income, according to Zacks.com.
