"Tropico 3" puts players in charge of a small island nation, taking on the role of a supreme dictator who has complete control over the island. The role of the player is to grow the island's population and economic wealth by building and managing homes, businesses and trade agreements with other nations. "Tropico 3" is a single player game and contains a series of missions laid out in a campaign with an overarching story that walks through player through the development of the island nation.
