Since commissaries are nonprofit, products are sold at cost with a 5 percent markup for operating expenses. Most commissaries are located within military bases, especially in remote locations where the closest town is far away. Similar to grocery stores, commissaries accept manufacturer's coupons and sometimes offer sales and discounted products. Shoppers are required to present their military ID in order to shop at a commissary.
