How do I unlock Waluigi in Super Mario 64 DS?

Super Mario 64 for the DS features several unlockable characters. However, Waluigi is not unlockable and does not appear in the game.

Rumors that the character can be unlocked or that he makes a secret appearance in the game have all proven to be false. The only characters that can be unlocked in addition to Mario, the main character, are Luigi and Wario.

Waluigi can be unlocked in other games in the Super Mario Bros. franchise, including Mario Kart, the Mario Party series and Mario Tennis. The character has yet to appear in any of the main titles for the franchise.
