To allay means to put to rest issues, fears, doubts, emotions, pain and dilemmas by offering some gesture or action. The term also means to lessen, alleviate, relieve, rest, calm, quiet or mitigate. When someone allays an issue, the effect is to calm another person or group of people from taking action based on an emotional state such as fear, hate, anger or upset.
