Is the Virginia HealtheVet programs part of the ACA?

The HealtheVet program, both in Virginia and nationwide, operates under the Department of Veterans Affairs, not under the Affordable Care Act. Both apply to health care services, but the ACA applies to private medical insurance only, while the VA's program is specifically for military veterans.
HealtheVet offers veterans and active duty military the opportunity to keep an ongoing record of their health and interactions with health care personnel through the VA. Different account types available through this system offer various levels of record keeping, from self-entry to automatic updates on appointments, notes made by primary care physicians and pathology reports.
