In the United States, rental companies require the driver to be at least 25 years old, although drivers between the ages of 21 and 24 can rent a car for an extra charge. In Europe, the minimum age ranges between 18 and 23.
As of 2015, Budget generally charges a $27 daily surcharge to U.S. drivers between the ages of 21 and 24. New York and Michigan companies permit drivers between the ages of 18 and 20 to rent a car at an even higher surcharge. For example, Budget charges a $52 daily surcharge.
The age limits in Europe varies by country. Austria, Germany and Sweden have a minimum age of 18, while Belgium, Denmark, Spain and the United Kingdom have a minimum age of 21.
