Normal blood sugar is considered to be less than 100 milligrams when fasting and less than 140 milligrams two hours after a meal. In most healthy people, blood sugar levels measure below this, according to WebMD.

Blood sugar levels tend to be at their lowest just before meals. In most healthy people, sugar levels do not drop below 60 milligrams, even when fasting. High blood sugar indicate a health concern. If sugar levels pass 126 milligrams after fasting for eight hours, it is likely that diabetes is present. A person is said to have diabetes if a random (non-fasting) check reads greater than 200 milligrams. Other symptoms of diabetes include thirst, increased urination and weight loss, according to WebMD.
