Acrylic latex paint can be used over oil-based paint, but it requires additional preparation according to Pittsburgh Paints. Things that can cause the new paint to fail include using latex paint that is not 100 percent acrylic and not preparing the wall properly.
The reason acrylic paint has difficulty adhering to oil-based paint is that while latex paint is flexible, oil paint is not. Over time, heat and sun cause the latex paint to expand slightly, pulling it away from the oil paint.
To prepare the wall for painting, sand it lightly to remove the glossy surface and wash it well.To ensure even better adhesion of the new paint, use one coat of primer paint especially formulated to prep oil-based walls.
