You can find cheap houses for sale in Pennsylvania through the website for the U.S. Department of Housing and Urban Development. As of 2015, the site lists single-family and multifamily properties for sale in all 50 states, along with the District of Columbia, Puerto Rico and the U.S. Virgin Islands.

From the HUD homepage, choose Homes for Sale from the Topic Areas drop-down menu at the top of the screen. From here, choose a source. You can also reach home listings by selecting Pennsylvania from the State Info menu. Under Local Resources, click HUD Homes for Sale. This page allows you to enter search criteria to find homes for sale in the state of Pennsylvania within a designated price range.
