Can a driver drive out of state with a learner's permit?

The laws about driving with an out-of-state learner's permit vary from state to state. Some states allow people to drive as young as age 14, but others restrict any driving to age 16.

Some states allow a driver from another state to drive with a learner's permit, provided they are complying with all of rules of the state in which they wish to drive. Typically, a driver must be at the minimum age for holding a learner's permit in the state being driven in, even if it is possible to get a learner's permit at a younger age in the driver's home state. Some states, such as Pennsylvania, outright forbid driving with another state's learner's permit.
