According to Find Law Real Estate, it is illegal to cut a neighbor's landscaping without permission. If the property owner gives consent, it is permissible to trim the hedge.
As reported by Nolo Law for All, there are instances in which a neighbor may be forced to trim a hedge per local laws, such as view ordinances or property height restrictions. Hedge height restrictions are often imposed by subdivision rules and homeowners' associations as well.
In some states, hedges are considered fences and are liable to local fence laws. According to Your Legal Corner, neighbors can sometimes sue to have the hedges trimmed or removed.
