The United States conducts a census every ten years, always in years ending in "0." In the 20th century, for example, censuses took place in 1910, 1920, 1930, 1940, 1950 and so on.
The exact date of a census is declared as April 1 of the given census year, so that all persons listed on it are shown by their age as of April 1 of the year. In other words, someone born on March 31, 1928, would be listed as 12 years old in the 1940 census, while someone born just two days later, on April 2, 1928, would be listed as 11 years old.
