Is CJ in "Grand Theft Auto V"?

CJ from "Grand Theft Auto: San Andreas" does not appear in Grand Theft Auto V. There is a small "easter egg" reference where members of the Families can be heard speaking to a "CJ" on the phone, but he does not make a physical appearance.

Rockstar has gone on record as stating that the games from Grand Theft Auto IV onward occupy a different universe from those of the previous games, making it unlikely that CJ would appear in the more recent version of San Andreas. However, Rockstar has brought some minor characters along from the old universe to the new one,such as El Burro, so it is not entirely impossible that he might appear in future downloadable content.
