To deal with the city's high cost of garbage collection, some watchdog groups are advocating a pay-as-you-throw system like the ones used in Philadelphia and Los Angeles. This system would charge residents a fee based on the amount of trash they throw out. These charges could range from $1.50 per 30-gallon bag to $18 a month.
