Is Everclear illegal in New York?

According to Reference.com, as of 2014, Everclear is illegal in New York and 13 other states. Everclear is 190 proof or 95.6 percent pure ethanol alcohol and 4.4 percent water. Guinness Book of World Records named Everclear the most alcoholic drink in 1979 before banning alcohol entries in its publications.
Ironically, according to the New York Daily News, the New York State SLA, or State Liquor Authority, approved the sale of "Spirytus," a spirit that is 192 proof, in 2010. A 151-proof version of Everclear exists and is sold in some states that do not allow the legal sale of 190-proof Everclear, including Florida, California, Michigan, Washington, Minnesota and Iowa.
