The ancient Hebrew nation is a prime example of theocracy because the nation was ruled by God through the human prophet Moses, who conveyed his words and laws to his people. In the Muslim culture, a theocracy existed as well with the prophet Muhammad.
Many theocracies changed and developed over the years, including the Hebrew nation. They grew from having one prophet guiding them to having a group of judges and a senate guide them. The high priests and prophets also guided these men, especially in times of difficulty when they could not reach a judgment on something on their own. The Hebrew nation continued in this style of rule until King Saul was appointed.
