Who has to file NYS income tax forms?

Any person who has earned income in the state of New York during any part of the year generally has to file NYS income tax forms, according to the New York State Department of Taxation and Finance. This includes full-year residents, part-year residents, and non-residents earning income in the state.
The New York State Department of Taxation and Finance requires full-year residents to file New York income tax forms if they are required to file federal taxes or if their adjusted gross income is more than $4,000. Part-year residents and non-residents must complete New York tax forms if they earned income as a state resident and if their New York income exceeds their New York standard deduction.
