Many grants are based on merit or need, but may also take into account specific demographic information or requirements for post-graduation service.

The Advanced Nursing Education program is to assist registered nurses who want to pursue an advanced education in preparation for a specialist field, such as midwifery, anesthesiology or administration. In addition to grants for nursing, the Pell Grant and Federal Supplemental Educational Opportunity Grant are federal grants that can be used for education in a range of fields including nursing.

Some grants, such as the Nurse Education, Practice, Quality and Retention: Veterans' Bachelor of Science Degree in Nursing Program, are intended to ease veterans' transition into civilian careers. Others are specifically intended for nurses with other disadvantages, including the Nursing Scholarships for Disadvantaged Students.
