Generally low-income groups qualify for the CARE or California Alternate Rates for Energy program. Eligibility guidelines are based on household income requirements, which are available from the Pacific Gas and Electric website. Customers who qualify for the CARE program can save up to 30 percent on their gas and electric bills.

In order to see what groups of people qualify for the CARE program, go to the PGE website and click on the Program Guidelines link for income guidelines. For example, a two-person household's gross annual income cannot exceed $31,860 as of 2015. If income restrictions are met, customers can submit an application either online or through the mail. Once the application is approved, the CARE discount will apply within two billing cycles.
