Do hexes actually work?

The efficacy of hexes is a subject of debate, but many people believe that hexes do work. Many also believe that it is this belief in hexes that allows them to work in the first place.
A hex is a spell designed to have some type of misfortune befall the victim. Originally, the word "hex" meant to practice witchcraft, but it has since changed in its definition to identify a negative spell against another. The word "curse" may sometimes be used interchangeably with the word "hex," but the distinction is that the hex is the action that leads to the result, which is the curse.
