What is a homeowners association?

A homeowners association, or HOA, is the governing body for a housing community. It has the right to make and enforce rules for property owners. The law classes HOA rules as covenants, conditions and restrictions.
Buying a home makes the homeowner an instant HOA member in that community, obligating him to follow the HOA's rules and periodically to pay dues. Volunteer boards of directors enforce the rules. Some HOA boards use membership dues to hire property managers to provide upkeep of common areas.
Typical HOA rules govern acceptable house colors, pet regulations and noise restrictions. The HOA has the power to fine a noncompliant property owner or force the sale of the home in extreme cases.
