Proxy servers are used most often to hide an Internet user's identity for illegal or controversial purposes, according to Bit-Tech. A U.S. court ruled in 2013 that using proxy servers to gain access to content that is not available otherwise is illegal and is punishable by U.S. law under the Computer Fraud and Abuse Act, which was enacted in 1986.
