When do the laws go into effect for EMV compliance?

The Europay, MasterCard and Visa compliance laws begin on Oct. 1, 2015, according to CreditCards.com. EMV compliance is required for credit-card acquirers and processors, but is not mandated for merchants and processors. However, merchants out of compliance by October 1 assume liability for fraudulent purchases, says QSR Magazine.
The change to EMV based cards is not expected to be immediate, according to CreditCards.com. Experts estimate the complete transition to chip-based cards will take two to three years. The EMV cards are considered safer than magnetic stripe credit cards. The United States is the last country to transition from magnetic stripe technology.
