In New York, people can look up traffic ticket information regarding their own record or the record of their teenage child. It's also possible to look up information for permissible uses as defined by the Driver's Privacy Permission Act, according to the New York Department of Motor Vehicles.

Permissible reasons to access another person's driving or traffic ticket records include those related to car theft, motor vehicle safety, market research and alterations. Driving and traffic ticket records can be requested by mail or at a DMV office. A Freedom of Information request form can also be used to access records, as explained by the New York DMV.
