To make cheerleading pom-poms, layer several sheets of tissue paper or vinyl, fold the material in half, and cut 1-inch-wide streamers. Wrap the pom-poms around a dowel rod, and secure them with vinyl tape. Add as many as layers as needed to create the desired fullness.

1. Gather supplies

   To complete this project, you need 1/4-inch-diameter dowel rods, vinyl tape, and tissue paper or thin vinyl fabric. If you cannot find vinyl fabric, you can use disposable outdoor tablecloths or plastic shopping bags.

2. Cut the materials

   If using vinyl or plastic, trim the material to the size of a sheet of tissue paper, which is about 20 by 30 inches.

3. Layer the fabric or paper

   Layer four sheets of vinyl, plastic or tissue paper on top of one another.

4. Cut the streamers

   Fold the layered sheets in half. Using scissors, cut 1-inch-wide strips through all the layers, stopping about 1 inch before the fold.

5. Attach the streamers

   Wrap the folded edge of the streamers around the top of the dowel rod, and secure the edge with the vinyl tape.

6. Build the pom-pom

   Continue cutting additional layers of paper, vinyl or plastic, and wrapping them around the dowel rod until you reach the desired fullness.
