The Texas Minimum Wage Act is overseen by the Texas Workforce Commission and provides a minimum wage for nonexempt employees. In addition, the TWC gives employees two years to take legal action if they believe they were paid at a less than legal rate. In Houston, a minimum-wage increase was proposed in 1997 but defeated in a referendum. Houston is the third-least-expensive city of the 20 most-populous areas nationally, as stated by the Greater Houston Partnership.
