What is the name of the rooster's neck?

There is no other word used in rooster anatomy for the neck other than "neck." The fleshy flaps of skin that hang from a rooster's neck are called a wattle. The feathers in the neck area are called hackles; the hackles of roosters and hens have different shapes.
The wattle also helps cool the bird by redirecting blood flow to the skin. Wattles help females recognize that a rooster is advertising food that he is willing to share.
Inside the neck, the esophagus, or gullet, carries feed from the mouth to the stomach. The crop, located in the lower neck area, provides storage for food materials hastily consumed by the bird.
