According to Dallas News, as of September 2013, all vehicles in Texas are required to have a front license plate. If a vehicle is found without either a front or rear-facing plate, the driver is subject to a $200 fine.
Prior to September 2013, vehicles stopped by police officers and found without a front or rear-facing plate could not be fined. Dallas News shares that this was due to an accidental legislative change in 2011, which removed the fine. During those two years, police officers could issue tickets but without a fine. This lead to a large number of vehicles without a front license plate, shares Dallas News.
