Is popular sovereignty a part of the Constitution?

Popular sovereignty, the concept of a government based on the will of the people, is found throughout the American Constitution. The Preamble, Article V and Article VII express the concept, among other references.

The Preamble of the Constitution evokes popular sovereignty by stating that the people of the United States establish the Constitution, which provides the authority for the government. In Article V, the groundwork is laid for representatives of the people to amend the Constitution. Later in Article VII, the document requires that nine states approve the proposal to form the government. Additionally, the Constitution requires that the people elect their House of Representatives and Senate.
