Is the price of propane per gallon increasing or decreasing?

In 2015, the U.S. residential propane price in dollars per gallon has trended steadily downward, according to the U.S. Energy Information Administration. During the past 25 years, residential propane prices trended steadily upward to a peak in February 2014 before plummeting.
Apart from a few small aberrations, residential propane prices have moved downward every month in 2015. In October 2015, the price of propane in the U.S. moved below $2/gallon to $1.91/gallon for the first time since late 2009. Before 1996, residential propane prices were almost always below one dollar a gallon, so clearly propane prices have experienced great upward mobility in the past quarter-century.
