When does the price of stamps go up?

According to Stamps.com, the price of stamps increased as of Jan. 26, 2014. The price increase impacted mail classes to include First Class, Priority Mail and Priority Mail Express.
Stamps.com states that in January 2014, First Class mail service increased by 3 cents. This price increase is for 1-ounce packages. The new rate is 49 cents. Each additional ounce is 21 cents. This is a 1-cent increase over the 2013 rate.
The most notable change is the First Class rate for metered mail. The rate for metered mail applies to both online postage services and postage meters. The First Class rate for metered mail is 48 cents. This is 1 cent less than the standard First Class rate.
