The primary uses of toilet paper are wiping and cleaning the anus region after defecation for both men and women and cleaning or drying the perineal area of urine after urination by women. Toilet paper is also commonly used for nose care, especially when one has a running nose.

Toilet paper acts as a protective layer for the hands to prevent direct contact with fecal material and body fluids during post-defecation and urination cleaning. Other uses of toilet paper include wiping and dabbing small spills due to the paper's high absorbency capacity, covering the toilet seat in shared restrooms and removing makeup.
