A Filipino "puppet government" was established in October 1943 and forged an alliance with Japan. This was viewed by the United States as a Japanese effort to use the islands to further their war efforts, according to The American Presidency Project.
Franklin Roosevelt issued a statement on Oct. 22, 1943, refusing to recognize the new Filipino "puppet government." Roosevelt declared the Filipino people would only be free when the "perfidious Japanese shall have been driven from the Philippines." Furthermore, Roosevelt stated that the only Philippine government was the Government of the Commonwealth of the Philippine Islands, which was established under the authority of the United States Congress.
