To qualify for the Texas Medicaid STAR program, applicants must meet income criteria. As of 2015, the qualifying annual income limit ranges from $24,053 for a household of one to $82,590 for a household of eight. Household size includes children and adults.

Texas residency and status as a U.S. citizen or permanent legal resident are additional qualifications for the Texas Medicaid STAR program. Children aged 18 and younger may qualify, and some adults up to age 20 may qualify. Any pregnant woman can apply for either Children's Health Insurance Program perinatal services or Medicaid for her unborn child. An adult living with an uninsured child more than half of the time can apply, as can individuals 19 years or younger who live alone.
