Which SafeLink phones are free?

As of April 2015, SafeLink's website does not reference specific cellphones available for its Lifeline program. Customers can choose from three free plans for phone calls and text messages, all of which vary by state. Some states, including Alaska and California, do not participate in the program.

Eligibility determination for the Lifeline program uses the federal poverty guidelines. Applicants must have an income that falls below 135 percent of the poverty guidelines and/or participate in income-based programs, such as Medicaid or Federal Public Housing Assistance. Each household can only have one free phone from the Lifeline program, and it is illegal to sell or gift the phone to another individual.
