A person must be 4 feet 10 inches or shorter to be considered legally handicapped. Anyone this height or shorter is considered to have the genetic condition called dwarfism.

The average height of people with dwarfism is 4 feet, but heights can range from 2 feet 8 inches to 4 feet 8 inches. Achondroplasia is a type of dwarfism that causes a person to have disproportionately short arms and legs. When a dwarf has arms, legs, a trunk and a head that are proportionate, his condition is caused by a hormonal imbalance. Proportionate dwarfism can be treated medically and can result in the person attaining an average or near-average height.
